Before you pay the first dollar to a supplier in China, the US or Panama, confirm that your product can legally enter Ecuador. There are three levels of restriction: outright prohibited, restricted with a prior permit, and free to import but subject to regulations. Importing under the wrong regime ends in seizure, a fine or re-export at your expense.

Products that are completely prohibited

  • Firearms, ammunition and explosives without authorization from the Ministry of Defense.
  • Narcotic substances and unauthorized chemical precursors.
  • Hazardous waste, toxic waste and persistent organic pollutants.
  • Used vehicles manufactured more than five years ago.
  • Fireworks not authorized by the Ministry of Defense.
  • Counterfeit goods or goods that infringe intellectual property.
  • CITES protected wildlife and plant species without a permit.

Restricted products by category and authority

ARCSA (Health Regulatory Agency)

Processed food, beverages, cosmetics, hygiene products, nutritional supplements and household products need an ARCSA sanitary notification. Registration takes 30 to 90 days and requires the qualitative and quantitative formula, Spanish language labeling and a certificate of free sale from the country of origin.

ARCOTEL (Telecommunications Regulatory Agency)

Any equipment that sends or receives radio frequency signals (phones, routers, walkie talkies, drones, wifi and bluetooth devices) needs ARCOTEL type approval before clearance. Without it, SENAE, the Ecuadorian customs service, holds the goods.

INEN (Ecuadorian Standardization Service)

Textiles, footwear, toys, home appliances, construction materials and many consumer products are covered by mandatory INEN technical regulations. Compliance is shown with a certificate of conformity issued by an authorized body.

ANT and COMEX (vehicles)

Importing motor vehicles requires a quota from COMEX (Ecuador's Foreign Trade Committee), type approval from ANT (the National Transit Agency), a certificate of origin, and compliance with age limits (a maximum of 5 years for cars and 8 for trucks, depending on the category). Electric vehicles carry a 0% ICE, the special consumption tax, and a preferential tariff.

AGROCALIDAD (agricultural products)

Live plants, seeds, fresh agricultural products, animal feed and veterinary products need a phytosanitary or zoosanitary certificate issued by AGROCALIDAD. Some categories require quarantine at the border.

Products that are free to import but regulated

Categories such as hardware, accessories, household items, stationery and small toys do not need a prior permit, but they must carry Spanish language labels, safety warnings where they apply, and a correctly declared origin. A wrong label will not lead to seizure, though it will get the goods rejected at customs inspection until the documents are corrected.

How to avoid problems

  2. 02For regulated products, build the time for the prior registration into your schedule, along with the freight time.
  3. 03Ask the supplier for the required certifications at origin so you do not have to process them in Ecuador.
  4. 04For new categories, import a small sample first to test the regulatory flow.
